The IRS has a program in place called the Whistleblower program. This program is in place for people to anonymously submit information on persons or businesses that willfully fail to pay their tax liability. This information must be credible and accurate. In many cases, awards are given for cases that are able to recover monies owed.

The best way to report things anonymously to the IRS would be to send them a letter that does not have your name or return address on it. The IRS gets crank phone calls all the time from people that try to stir up trouble for others and are skeptical on anonymous phone calls but they do followup letters.

Generally, the IRS does very few audits based on tips received from friends, employees or anonymous sources. Unless you intend to provide your name, don't expect much response.
