With rear drum brakes you need to remove the tire, remove the outer drum to get to the inside. The emergency brake is the one not attached to hydraulics.

Aaaah the joys of rear rotors. Pull of the tire, pull off the rotor, and there should be some brake shoes there. Replace like standard drum brakes
