It depends on the kind of paint used if it is really possible, or worth wile. Basically, mechanical abrasion is necessary. That means 'sand' blasting. Depending on the paint used, it might be possible with just a high pressure water cleaner. It might help to soften the paint first with a dedicated softening agent.

Very important think is what kind of brick and were it is, in or out. Inside I use some paint removers. Out can try with high water pressure equipment wit some detergents.
