How do you remove a dart from a pattern, when sewing a skirt?

If you want a wider waist, simply pretend it's not there and don't cut out of the fabric. If you want a narrower skirt, you can draw a line from each side of the dart down to the edge of the skirt, and fold or cut and tape the pattern together to remove the piece between.

A dart in a skirt is there to add fullness and create curves so that skirt will conform to the shape of your body. It should not simply be removed. However, you can gather the area of the dart to take up the extra fullness and create the curve or you could convert the dart into a pleat.
