If you go to a dermatologist or a foot doctor, they should be able to remove the callus for you. I wouldn't recommend sand paper since it probably isn't sanitary.
There are medications that will remove the callus. It is probably not a good idea to sandpaper your foot because your skin is delicate. Try to find out what caused it in the first place and avoid whatever made it happen.
