For this all you have to do is right click the dat file and click the "Open with" option. Then it will allow you to browse through your programs, I would recommend opening it with notepad. This will allwow you view everything that is on the file in text format.

A dat file can be anything, even just a temporary extension. Try loading it in a program that utilizes that content.

I would rename your extension first, as it may be a movie, a word processed document or even an image. I'd rename it first to txt and open it. Even with the gibberish you will know the type of file by the first three letters of the text.

A. dat file is a generic file containing informations and might have been generated by any software. You should ask whoever sent you that file in which software it was created - if you can't, open it in notepad (right click on file, open with notepad) and try to see any identifier that might lead to the creation application.

Really there are a lot of programs that can open this type of file. The one most likely to be on your computer is a basic text editor.
