Yes. You can most easily sew a space for the rod at the top of the rectangular piece of fabric. You can also sew the top part more tightly to create a scrunched look at the top. Some people also sew on a thicker heavy piece of fabric to the window side of the curtain to create black out curtains.

Its usually two fabrics cut to about 6 inches or so past the window so you can open and close them. But that's about it, you will need to make sure you can put a rod through the top.
