Get a heavy duty black garbage bag, and you can fill it up with sand from the beach. This would be the cheapest way to make one.

If you don't want to buy one from a sporting goods store, than the easiest way to make one is to get a tightly knit cloth sack and fill it with sand. It should probably be outside, chances are it will break if its handmade.

Best way i can think of would be to maybe use an old duffel bag and fill it full of sand.
