To know if a place is safe you can ask to see their portfolio, and make sure you see them taking the needles out of a fresh package. You can also go online before hand and look at ratings and reviews of the place if possible. If you have any concerns just ask, they will not be insulted.

Look at the needles they use and make sure they are one time use only, cleanliness, quality of equipment ie does it look old and beat up,the artist uses gloves
