Alcohol can kill any bug, but it takes time, and you may not kill their eggs. You cannot treat bedbugs hiding in books and papers this way, either.

91% Isopropyl (rubbing) alcohol kills bed bugs on contact. The most efficient way to use it would be to pour it into a spay bottle and spray any affected areas.

You can buy special washes which will kill the bed bugs and you should get rid of your mattress as this is one of the places that the bugs most like to hide.

Provide proper ventilation first of all. If you spray bed bugs with isopropyl alcohol it kills on contact. Brush alcohol on visible eggs. Spray mattress, headboard, etc. with alcohol also. The alcohol will dehydrate and more than one treatment may be necessary. This treatment is just a "quick fix" and you will need to call the bugman.

Yes it can help somehow. Spray an alcohol your whole mattress this kills them on the spot. Be careful not to spray on your eyes. But still, the best thing to do is clean up your mattress with a hot water.
