Excavate a pit, insert pit lining, insert metal grate for supporting the fountain and allowing tubing to move freely below, connect tubing to hose, and place the stone on top.

It needs to be in place where electicity is accessible or you'll need to bury a line to reach it. Second, and MOST important, in needs to be on a sturdy, level base. The size and weight of the fountain will decide what you need as a base.
