It is the same as it is in any state. You get the papers filed in court and get everything set up. Then the best way is to hire a professional company to hand serve the papers to the person directly. That way it will be certified and recorded that the person received the court papers.

First you would need to locate the person and then you can use a supenoa service to deliver the summons to court.

You are required to personally serve the individual at their current address, unless it is a civil complaint, wherein you can serve a member of the household family who is at least 14 years of age. You should hire a legal process server to handle the task.

Someone -not you- over 18 like a process server can personally deliver the papers within a certain time frame OR someone - not you- over 18 like a friend or relative can mail the documents with a certain time frame. Both methods require a "proof of service" to be filled out.

Anyone over the age of 18 who is not involved in the case may serve papers. The papers being served must be hand delivered to the person or their attorney. Then a "Proof of Service" form must be filled out by the server, describing how the papers were served.

California law states that someone not related to the case must either hand deliver or mail the papers being served and then fill out a proof of service slip and hand it to you
