Not always. Often the Carpet is Fine, but the Pad beneath is ruined. You will need to pull up the carpet to be for sure. Pick a corner!

As soon as you notice mildew on your carpet use a good soap or detergent with a damp sponge and start to clean it up. With carpet, try to use as little water as possible. Dry the carpet with a towel and use a fan to dry the fibers. Call a professional if the mold is very bad.
