A systemic insecticide made especially for roses is the best way to keep aphids off your roses. But to get rid of aphids before the systemic takes effect, you can spray the rose bush with water containing some dish soap. Wait an hour, then rinse plant. Do this either very early in the morning or after the sun goes down.
