If the soccer ball has a puncture wound, there are places like a local soccer shop that may offer repair services, but it is probably cheaper to buy a new ball.

You can get an air pump. You just stick the needle into the hole in the soccer ball and pump the ball full of air. You can buy this air pump at any local sporting goods store. If you ask for it, they'll know what it is you're talking about.
