You can download mp3 files from websites such as Amazon, though you will have to pay. Other sites of the sort include Zune Pass, eMusic, and iTunes Music store. There may be some places to download creative commons licensed music, which is legal to download.

It's not really illegal per say if you were to download it off of a program like limewire. Now if you were to sell and disribute them for money it would become a legal matter.

ITunes. If you're paying for the MP3 file from a company that is paying the artist back then its not illegal. There's also a few free downloads that artists will put out there (Should be on their official website)
