Tropical fish can't really get a cold, as we think of one. They can have a reaction like shock to changes in water temperature, like from warm to cold.
Fish cannot actually get a rhinovirus as that is an upper respiratory infection and they don't actually respire (breathe air). Your fish probably has tainted water or a disease or malnutrition.
