Only cut them when they are wet. By no means pull them down to cut them as you will end up with your bangs too short. The best place for them to lay is at your eye brows. Just be careful and cut them straight across all at once so it is even.

Look at some examples online and figure out what kind of bangs you like-- thick, wispy, straight, curved, etc. Wet the section you intend to cut. Comb and trim. Go longer and thinner at first to be safe. Remember your hair will appear shorter when it's dry, so check periodically.

You will use your ears and eyebrows as a guide for how long and how wide you want to cut your bangs. It is up to you how far back you want to have bangs in your hair line. You will section a quad and cut how you like it.
