Baseboards are actually pretty easy to clean, sometimes it will call for a new coat of paint. I start by using a paintbrush to get all the dust from the crease between the wall and the baseboard itself, and then I use bleach and water, or Mr. Clean sponges work really well too.

You will want to start by giving your baseboards a good dusting. Then use a mild cleaner and a sponge or sponge mop and wash down any dirty spots.
