Look for something neutral about the situation that you can comment on. Perhaps she's reading a book, she has just ordered java, or there is a special display nearby. Casually comment on that to her. That way, you have an easy out if she appears disinterested - you can claim you were just commenting on something else, and not flirting.

Go up in a very unaggressive, unassuming manner, and simply try and create a conversation which is neutral and non-confrontational, and have no expectations.

The biggest thing is to be confident! Go up to her and say hi. If it's someone you already know bring up a common topic of interest. If you don't know her walk up and say something charming or witty. A fun joke could even work! Remember to be a gentleman.
