Some shiny rocks are made up of shiny minerals. The minerals are crushed together under weight/time and form a rock. Shine can also be exposed by a rivers' erosion.

Some rocks are naturally shiny, but if you're talking about stones that are smooth and shiny, those are usually put through a device that smooths and polishes them. Otherwise, rocks are shiny because of the process that creates them. This usually involves the mixing of other minerals such as mica or graphite.
