Owls mate by attracting a partner (with mating calls and other displays), finding a nest site (they do not construct nests), and the laying and fertilization of eggs.
Male owls, like most birds, don't have a penis, but their cloaca, the common outlet for excretory matter as well as sperm. Copulating owls simply touch their cloaca together.
