How do I turn the power off before removing a circuit breaker?

Look for the master switch. It will either be located in the breaker box, usually at the top of the box, or at the meter, outside the house.

To turn off the power to bus bar you must turn off the main breaker. If your panel does not have a main breaker you will probably have a main disconnect switch outside near the meter. To turn off all power you must either pull the meter or cut the drop.

In most breaker boxes you should have a central main breaker. When this is tripped the whole system is disconnected.

All you need to do is switch the lever on the breaker towards the outside of the panel. You could also flip the main breaker off if your really scared. But, if your not confident about it I would recommend getting a qualified electrician. It's always better to be safe then sorry with electricity.
