Transferring data is very limited when you're connected to a PC, a USB device, or an external HDD. You can only transfer media files such as; music, movies, and pictures. Hit your "Guide Button", and go to the media tab. There ya go!

You cant transfer data between an external hard drive to an xbox 360. There may be a few mod tools out there that may allow it. There is no legitimate way to do this however

You may or may not be able to transfer the data directly from one drive to another. You should try connecting the drive to the 360 via USB port. This should add the drive to your media library. From there you may be able to copy the data depending on the format and functionality of your drive.
