Either take all the pea gravel out and lay concrete. Or keep the pea gravel, make sure it is level and lay tar over it. Make sure you put an edge on the tar so it won't break off when the weather gets cold. You cannot use a snow blower on tar. You'll see the damage in the spring.

First, one must access the damage and estimate the amount of new pea gravel to go in. Order it it and get a garden rake and rake it level.

It depends on how it is damaged. It it has ruts jut fill them in with dirt and compact them then just recover it with a new load of gravel.
