This depends greatly on the finish you wish to apply. Generally, the old finish must be stripped completely, and the wood may need to be lightly sanded. You may then apply your new finish according to the included directions.

In general, refinishing a stringed instrument will destroy its value. Be sure you have a professional check out your instrument to see what its value is. If it doesn't have a lot of value, strip off the old finish and then paint it or put a new finish on.
