There are a few options, one you can weed and feed heavily and then wait a little while then replant grass, or two use a product like Raid to kill everything then wait the designated amount of time that it tells you on the bottle then replant grass. Those are my suggestions.

First you need to either pill the weeds out or spray weed killer in order to kill them. Then till the soil and layndown sod.

One good method of ridding a field of weeds, is to cover it with black plastic. Leave the plastic on for a couple months while all the weeds die.

Cut the weeds down to 3 inches tall. Remove all the cut debris. Then apply weed-killer (the kind that kills everything). Wait the directed number of days until the vegetation dies. Then rake it up, wearing gloves. Now you can prep the ground for grass: sand and compost mix, sprinkle grass seed, tamp down, water several times a day.
