How do I get my eighth badge on Pokemon Sapphire?

The leader of the guild that awards the eighth badge is a strong foe, he values pokemon that have no weakness to elements. You're going to need to use high defense pokemon to defeat him, when i collected my badge i used Ghost pokemon and the fight went very well.

Go to Sootopolis, then you have to fight and beat up or capture kyogre so you can get to go in the gym. Make sure you have plenty of waterfall.
