When you exercise, you can lengthen your legs. This happens because your body, as a whole, gains strength. Yoga and Pilates are excellent exercises for this.

A diet low in fat will reduce the size of the legs. Light cardio will help to tone the legs as well as lifting light weights.

For adults, there is no way to make your legs longer as the growth plates in your long bones have already fused. The only way to make them "longer" is with fashion tricks. In terms of slimmer, aerobic exercise that utilizes your quads and hamstrings is the most efficient exercise.
