How do I germinate a Bing Cherry seed?

Bing cherries are created from grafts. You can germinate a seed in a Bing cherry but you will get a cherry tree with a different genetic blend. To germinage the seed, put in the back of the fridge for a couple months. This will allow the seed to imagine that it has survived winter. Plant as any vegetable seed.

You could just try planting it outside. For indoor germination, you could try wrapping it in a slightly damp paper towel and putting it in the freezer to simulate winter.
