with the dodge neon, there should be a screw near the air port on your intake manifold. with possible a rubber plug covering it. with your car running adjust this screw. make sure your car is warm before adjusting. to insure your idle is going to stay that way rev it a few times then see if the idle stays.

The engine idle of the car is set by the idle air control valve. If it is idling strange you may need to clean or replace this item. Some model of Neon had a problem with the ecu. You may want to check to see if yours has the same issue.

Make sure it is really an idle problem. It could be cylinders not firing, but if it is just a low idle (< 750rpm), look on the throtle body for idle screw and adjust it until the car idles at 850 rpm when warm.

I low idle problem often has to do with the air intake valve in a car. Check your intake valve to ensure it is not plugged. You also need to check your fuel filter to ensure that it is clean and not clogging up the engine.
