First off I am assuming it is fuel injected so therefore gas flow should be controlled by only a few things. One, the fuel pressure regulator may be bad. Simply attach a fuel pressure guage to the shrader valve on the end of the fuel rail. If that doesn't fix it try scanning vehicle for a trouble code.

If you have a flooding issue it is related to something that regulates the amount of fuel delivered to the engine. This could be something like the maf sensor, o2 senor, etc.. Try reading the engine codes to see what the computer say is wrong. It should at least help you to narrow it down.

Replace your air filter housing, your having a vacuum leak somewhere along causing it to bog down. You can do a compression test at a local machine shop fairly cheap.

It sounds like you need to check or adjust the linkage on the throttle body. If that doesn't do it I would take it to your local mechanic.

you are most likely experiencing a leaking fuel injector on top of your throttle body and that will need to be replaced with a new one. if you hold the gas pedal to the floor it will put it in clear flood mode and it will start right up then.

With Chevrolet trucks it is always best to replace the entire throttle body instead of trying to rebuild one. They are relatively cheap.

You really need to replace the entire throttle body with these problems, because its usually much cheaper this way. Used parts are cheap and easy to find on ebay.

You will need to empty your fluid from the throttle section of the truck. Once you remove the liqud the problem should be resolved.
