How do I deal with managers that create a hostile workplace?

The first issue is to discuss with the supervisor what they are doing that is creating a hostile work place. They may not even realize the difficulties their behavior causes. If aware and don't care, take it up with a their supervisor or ethics office.

That depends on several things. Do you work in an "at will" state? Which means they can fire you for whatever reason they want. Will the manager's manager listen to you if you lodge a complaint against them? If so, do it in a tactful, non hostile manner. If not, you might want to start looking for another job.
