Typically, the catalytic converter is bolted in-line with your exhaust just after the headers. In most cases you do not need to "cut" the catalyzers out, but just unbolt it, and you will need a straight pipe or high flow catalyzer to replace it.

Unless you are planning to make car for off street use then it is illegal to due this. It can be done with a hacksaw or a saws-all. Any gas car on the road must have a cat if it was made after 1975.

You do not want to cut your catalytic convertor off of your vehicle. This is a violation of federal law, and you could be subject to some very steep fines.

The best way to cut the catalytic converter off is to take a good quality, new hacksaw and saw the section of the tailpipe container the converter off.
