Two products to use are TSP and white vinegar. Apply the TSP with rag or sponge and rinse well. Mix vinegar with water and spray on stains, wipe dry.

Try using a ladder and broomstick. Lightly dust the soot (avoid smearing) then vacuum the carpet. You can also try hoisting a vacuum attachment up to vacuum the extra soot.

I would dust it carefuly first (without any moisture) to keep it from becoming a gunky mess. Once you have most of that off then just take a rag w/warm water and wipe off. You might even need to repaint, and I'd recommmend Kilz or something like that so it won't show through.
