Amazon has different levels of sellers, you should be able to sell the random book here or there but any kind of mass selling needs to have a business setup.

You do not need to have a business license to sell books on Amazon. You can sign up now and start selling books. You will have to pay personal taxes on the sales income and you will not gain any of the tax benefits that businesses can receive. Whether to get one depends on your volume of sales.

No. if selling a few used books. Anyone can sell on Amazon. Professional sellers pay a monthly subscription fee. Professional sellers will need to meet the additional requirements of Amazon.

Well you do not need a business license but honestly it depends on how big your scope is going to be. YOu may need one if you are selling many.
