Go to the state where you live in's correctional facilities website. Then look for the link to search for an inmate. This will allow you to look up your cousins name and see if he is in the jail or not. The cool thing is that it will show you why he was arrested and when he is arraigned.

Yes. You can find out by calling the local city/county jails you think he might be in and asking if he has been incarcerated there. It's public knowledge.
