You could use gasoline to remove a tar stain. Tar dissolves in gasoline, although it is a little dangerous to use. The other option would be to try paint thinner.

If the tar stain is in carpet or a porous material it may be very difficult to remove. If it is in a non porous surface use mineral spirits.
