How can I find safe penpals for kids?

Check with other classrooms in the school first, the first or second grade classrooms would probably enjoy having penpals as it would help with reading and writing skills. If that does not work, contact another school, maybe in another state. Either of these would provide safe penpals.

when I was in first grade our pen pals were from another school in our district. It was great because my parents got a divorce and when we had to move it was to the other school i would go. I knew my pen pal.

During this time of war, when our troops are needing moral boosting, I suggest that you contact your local military reserves...be it Army, Navy, or Airforce. They can get you in touch with the men that are stationed in Afghanistan. It doesn't have to be a reserve unit either. Try contacting any active duty base near your hometown.

Reach out to teacher of another school in the same state, and set up a penpal program with them. You can each monitor every letter.
