Make a rule that for every dollar spent online, she has to put one into a permanent savings account, that she's not allowed to touch until college. Or make a PayPal account in your name, that she can access with her money, so you can check every cent spent, and have her okay every purchase with you in advance.

Let her find out on her own how bad it can be. Anytime she comes and asks you for money then say no. She will eventually realize how bad it is to live with no money. Good thing she is doing it now and not while she is in college.

You can usually control your teen from shopping online by making sure you have dual access to their credit cards or bank cards.

if she uses her own money she has every right to use it the way she wants. although perhaps you should talk with her about saving money as well, for her own car in the future. teach her now about what can happen when she goes broke and needs to buy something she needs, but has no money.
