In Word 2007, click on "Page Layout" on the ribbon. Then click Page borders. In the dialog box that pops up, you can configure many things for the border.

I tested this on Word 2003. Go to the Format menu on top, and select "Borders and Shading". A dialog box will pop up. There are three tabs, one of them should be called Page Border. In here, you can select all the border settings for the document.

In order to add borders to a page in Microsoft Word open Microsoft word on your Computer and click on the Borders and Shading under the Formate tab. When this opens under the Borders tab select a border of your choice and click ok to add it to the page
