How are bust sizes determined by clothing manufacturers?

There doesn't seem to be a standard.

Designers tend to determine bust sizes by the average bust size for the type of clothing the designer is marketing. For example, clothing for matronly women tends to have accomodations for larger bust sizes than junior styles, who tend to have slimmer bodies and wear clothing that does not need as much fabric in the upper torso.

First, you have to measure around the top of your bust with a seamstress tape. Then you must measure around the center of your bust. Subtract the top from the center, find a chart, and that will tell you cup size. The top is the number of inches, example 32.

They are determined by the measurements around the chest and then they add the cup size to the chest measurements. Sometimes the sizing is off because the company might be from another country and their sizing might be two or three sizes off. which is why it is best to try on the clothing you might like before purchasing.

Busts sizes are decided by having people try on their clothing. It is different because of the different cloth and clothing material used in different brands and companies. They measure a woman's bust and average is out to get a size. They are not all the same because the people they are measuring are different.
