The BBWAA (Baseball Writer's Association of America) votes on Hall-of-Famers each year and a 75% vote gets a player admitted. The Veteran's Committee can also look at older players.
Baseball Hall of famers are voted into the Hall by journalists, specifically writers that cover baseball. They must attain a certain percentage of votes and no there is not a limit on how many may be voted in.
