1/3 and 33.3 percent are nearly equivalent. 1/3 is actually equal to 33.33333333% (with never ending 3s at the end), so 1/3 is slightly greater than 33.3% (which has only one 3 after the decimal place).

Venus - yes, 33.3% and 1/3 are essentially equal. The only difference is that 1/3 is actually 33.3333333333%. 230 divided by 1/3 is how many 1/3rds are there in 230 and the answer is indeed 690. 230 divided by 1.3 is incorrect. It should be written 230 divided by 0.3333.
