Does it cost anything to get Java sample programs?

No it does not. Usually Java sample programs are free to sample and trial but if you want the real and authentic version, it costs quite a good bit of money. Just remember your trial will expire pretty quick so if you want to buy it just buy it after your trial expires.

You can find free Java sample programs by doing a quick search for them using your preferred search engine - its that simple!

Depends on where you get them from. The Java Developers Kit from Sun is free, but a lot of more complex tools are not. There are a lot of websites that supply sample code or small java programs for free download, as well as tutorials on how to adapt them and build your own.
