It can. Electroshock treatment can effect the whole body. Usually back pain is a series of small muscular spasms which tense and lock up and then try and move thus causing the pain. The electricity relaxes these muscles and they unlock. Now electric shock is no longer like One Flew Over the Cuckoos Nest and can be rather painless.

Electric shock treatments feel like having someone apply physical force onto you, like a massage. It really depends on the person, but if it medical I'm sure it suppose work, unless it is experimental. Your doctor should have your answer. You should try asking your doctor, for past experiences with other patients.
