Yes, this is where you will get an overview of the company. This is an exchange meeting where you get a crash course in corporate policy and available benefits. This is when you should be asking questions and clearing up details about your work history and any relevant personal issues.

Yes. A job offer is not made until after Human Resources has determined that the candidate is qualified, and then the hiring manager has agreed that the person has the skills for the position and is a fit with the team. After both HR and the hiring manager agree that this is the right person, an offer is made.
