You do not need a lawyer. You can represent yourself, hire a tax accountant (CPA or enrolled agent), or get a relative to help you.

You do not have to have a lawyer, but one might help. There are tax lawyers that can speak on your behalf to the IRS. There are also people who work in CPA firms or tax firms that can help you do the same thing. The IRS also has the Taxpayer Advocate Program to help.
