Do you have to be certified to go on class VI white water rafting?

Can they stop you from going into public water?

No, even though class VI is dangerous and difficult for inexperienced rafters, many companies offer trips with guides so that you don't have to be certified yourself.

Regulations on safety precautions are considered as local matters, so the only advise possible is to ask for information from the appropriate local authority where you wish to go rafting.
