Do technical service bulletins (dtc) for the 2000 Lincoln Continental give you information on why a recall was done?

Technical service bulletins are issued to auto technicians at dealerships usually before a recall is performed. A TSB may be considered a "test run" for the related warranty complaint. TSB's are the instructions on how to correct the recall issue.

Yes ther were two recalls with the car January it was recalled because of engine hesitation on steady cruise,in February the car was recalled because of inaccurate ambient temperature displayed.

Typically there is a description of why a recall has been done. Not all service bulletin will give you a explanation though. It depends on how important the issue is usually.
